Greg Dodds
Assistant Director of Development and Growth
Greg has over 20 years’ experience working in a development related capacity at a variety of Local Authorities and Housing Associations. Greg helps to bring forward new development opportunities and has successfully secured new business for Orwell to assist the organisations business growth and ambitions. Greg’s role of Assistant Director of Development includes providing overall strategic direction for the team and working with the Executive team and Board at Orwell to deliver Orwell’s ambitious development aspirations.
Dawn Edwards
Head of Development
Beginning in Housing Management, Dawn moved into Development in 2002 where she now leads the Development Delivery Team in the project management of developments whilst under construction. Dawn has recently taken up the post of Development Manager overseeing responsibility for the delivery of current development projects and assisting with identifying and bringing through new opportunities for Orwell as well linking in with the Corporate management team at Orwell which looks across the business.
Kelly Biddle
Senior Development Officer
Beginning in Housing Management, Kelly moved into Development in 2003 where she has now attained a senior role. She is a qualified project manager and member of the Chartered Institute of Builders. She provides support to the development team on more complex and larger schemes.
Mark Rodwell
Senior Development Officer
Mark joined Orwell’s Development Team in 2013; beginning as Empty Homes Surveyor before moving into New Business. He is a Chartered Construction Manager and Member of the Chartered Institute of Builders, and is responsible for supporting existing e² consortium partners across East Anglia. Mark is also involved in Orwell’s own development programme predominantly working on feasibility appraisals, planning applications and pre-contract work, before assisting with the transfer of schemes between the new business and pre-contract teams.
Karen Suddes
Senior Home Ownership Officer
Karen is responsible for marketing all new home ownership initiatives, particularly shared ownership, self-build and leasehold for the elderly schemes. Karen’s record in this role is demonstrated by the Association managing to have no unsold houses throughout the property slump. Karen’s background is in marketing and management.
Carolyn Allan
Compliance & Programming Officer
Carolyn’s role within the development team is to ensure that build contracts and consultant appointments are procured and appointed correctly, ensuring that all the required statutory and legal paperwork is compiled with and finances checked.
Kieran Bleasby
Development Project Officer
Kieran joined Orwell in 2015 and provides support to the Development Team, whilst developing an all-round knowledge and understanding of housing development together with the business operations of a housing association. Initially starting as a trainee, Kieran is now an Development Project Officer, working under Kelly to help deliver new homes across East Anglia. Kieran’s role focuses on delivering new builds to an excellent standard ready to pass over to the Housing Management team, so he will often be found out on site making sure our new homes are coming along nicely.
Sandra Scott
Home Ownership Advisor
Sandra’s role within the Development Team is to administer sales initiatives, assist buyer from start to finish of their purchasing journey, marketing of Shared Ownership Properties. Manage and update the Development and Shared Ownership sections on the Orwell website. She also supports the Development department where needed.
Liveta Bileisyte
Graduate Development Project Officer
Liveta joined Orwell at the beginning of 2023 as a Graduate Development Project Officer. Her role includes the day-to-day project management of schemes for Orwell Housing, Orwell Homes and our partners. Liveta works closely with the development team to make sure that all of our schemes are delivered to the highest standard of design and build quality.
